MalaysiaELECTRICAL SAFETY ELECTRICITY SUPPLY ACT 1997 (ACT NO. 447)The Act, 447, Electricity Supply Act 1990 governs the compliance requirements for electrical products for sale, manufacture, import, display or advertisement in Malaysia. The Energy Commission (ST) is the regulatory body responsible for the safety of electrical equipment and appliances and consumer protection. The ST has issued a list of controlled equipment items and corresponding standards covering 31 categories of electrical equipment, which require mandatory approval. A Certificate of Approval from the ST is required before the controlled item is manufactured, imported, displayed, sold or advertised in Malaysia. The Certificate of Approval is only issued to a Malaysian company. In addition, for controlled electrical equipment items manufactured in Malaysia, the ST requires mandatory certification under SIRIM QAS International's Product Certification Scheme (PCS) and application of the SIRIM QAS product certification mark. For controlled electrical equipment items approved for import into Malaysia, the ST requires batch/consignment testing by SIRIM QAS International for every batch within the validity of the Certificate of Approval and application of the SIRIM QAS certification mark label or they can be certified under SIRIM QAS International's PCS. ![]() Currently, there is no regulation for Electromagnetic Compatibility. However, this sector is under future consideration. Emissions and/or immunity testing may be needed for regulated products if required in the end product standard. There are 31 categories of controlled equipment.
Compliance with Malaysian Standards (MS) is required for the above product groups. Many of the MS standards are based on international standards with Malaysian national differences. If there are no published MS, then utilization of IEC standards or British Standards (BS) may be utilized. THE COMMUNICATIONS AND MULTIMEDIA ACT 1998 (ACT NO. 588)The Act 588, Communications and Multimedia Act 1998 governs telecommunication and radiocommunication equipment imported and marketed into Malaysia. Products that fall under this act may be placed on the market after receiving a "Technical Compliance Certificate" for Type Approval and the appropriate labeling from SIRIM QAS INTERNATIONAL - CETS (Communications Equipment Testing Specification), the appointed agency by MCMC for telecommunication/radiocommunication certification. In addition, based on the Customs (Prohibition of Imports) Order 1998, the importation of telecommunication equipment, including spare parts and accessories, requires an import permit. Currently, there are 33 product types that are applicable to the certification of communications equipment.
Compliance with the applicable CETS standards is required. CETS standards are typically based on European Standards (EN) and European Telecommunications Standards Institute (ETSI).
