TECHNICAL STANDARDS ACT OF 1953

Based on the Technical Standards Act of 1953, the Israeli Ministry of Industry and Trade has declared mandatory standards that contain requirements that deal with safety, public health, or the environment. Products covered by mandatory standards must comply with all applicable requirements and require approval from the Standards Institution of Israel (SII) before they are manufactured or imported into Israel. These requirements cover both safety and electromagnetic interference. Compliance to mandatory standards is required, however, certification is voluntary.

The Act regulates the following products:

  • Information technology equipment
  • Office products
  • Electro medical equipment
  • Measuring instruments
  • Audio video equipment
  • Household appliances

Compliance with mandatory Standards Israel standards (SI) is required. SI standards are typically based on IEC standards with Israeli national differences. EMC requirements are typically equivalent to CISPR standards.

COMMUNICATIONS LAW (TELECOMMUNICATIONS AND BROADCASTING), 5742-1982

The Communications Law (Telecommunications and Broadcasting), 5742-1982, is the main law that regulates the telecommunication services and equipment in Israel. This law has been amended various times with provisions specifically for cellular phones and multi-channel television services for both cable and satellite broadcast. However, one of the basic principles of this law is that all equipment connected to the public network requires Type Approval from the Ministry of Communications (MOC). Type Approvals are only issued to local importers/distributors or manufacturers. In addition, a permit to import/market the equipment is required along with the appropriate marking label as noted below.

The following equipment are covered by the Law:

  • Terminal Equipment
    (Ordinary telephone (repeat dialing), automatic answering, cordless telephone, 2-line automatic dialer, counter, incoming call identifier, 2-5 line telephone, telephone with characteristics, telephone with automatic answering, telephone with one extension, linking telephone, fax without telephone, modem, interface and data communication equipment, telephone-fax switch, one -line terminal equipment,2-5 line telephone with answering, cordless telephone with answering, data and voice encoder, fax with telephone, 2-line cordless telephone, fax with telephone and automatic answering, 2-line cordless telephone with answering and videophone, ISDN terminal equipment, multi-line equipment, voice answering system, general switching equipment (more than 60 extensions, equipment for switching extension, equipment belonging to a previously tested model series.)
  • Low-output terminal equipment shall be operated in the range of frequencies noted below:
    1. Cordless communication systems for various applications and whose carrier frequency does not exceed 10 mV/m at a distance of three meters from the instrument. Equipment exempt from operating license.
      • 43.71-44.49 MHz
      • 46.60-46.98 MHz
      • 48.75-49.51 MHz
      • 49.66-50.00 MHz
    2. Cordless equipment for various applications with a transmitter output that does not exceed 100 mV. Equipment exempt from operating license.
      • 1.6-1.8 MHz
      • 29.96-27.28 MHz

Terminal equipment connected to the public network are evaluated in accordance with the Ministry of Communications Specification No. 023/96, Specification of Terminal Equipment Interconnected to the Analog Public Telephone Network Requirements for Type Approval.

For customer switching systems (CSS) equipment, they are evaluated in accordance with Specification No. 01/97, Specification of Customer Switching Systems (CSS) to the Public Telephone Network via Two Wire (2w) Analog Lines Requirements for Type Approval.

Safety and EMC standards:

  • IS 1121 - Safety of Information Technology Equipment, including Electrical Office Equipment
  • IS 961 Part 6 - Electromagnetic interference: Limits and test methods of interference from information Technology Equipment

UL SERVICES
