Mandatory Mexican Law for Sustainable Use of Energy effective September 11, 2011

The Mexican government has established a new legislation titled "Law for Sustainable Use of Energy" in the Official Journal of the Federation (DOF).  The new law will become mandatory on September 11, 2011.  High-tech, appliances and lighting products stipulated in the DOF that target the Mexican market must comply with the new law effective September 11, 2011. 

Under the new law, affected equipment and appliances that will be distributed or sold in Mexico must display clearly and visibly the information regarding their energy consumption.  Click here to download a reference list of affected high-tech, appliances and lighting products.  The following is an example of the information required:

Energy consumption information of a LED TV screen (example):

Energy consumption in operating mode:

 20 Wh

Energy consumption in standby mode:

 0.2 Wh

Product or service yield provided by the equipment:

 N/A


In addition, all manufacturers and importers are required to submit to the National Commission for Energy Efficiency (CONUEE) and the Federal Attorney's Office of Consumer (PROFECO) the following in Spanish:

1. A letter signed by the manufacturer or importer or by their legal representative which contains the general contact information including an address, two different e-mail addresses and a phone number.

2. A list of imported equipment or apparatus, which consume electric or thermal energy for its operation, stating the different types and models.

3. A duly completed application form in both print and electronic formats. The electronic file should be in Microsoft Excel format.

4. Supporting test data.

UL's Global Market Access team is well positioned to assist you in complying with the new Mexican Law for Sustainable Energy Use, with our qualified laboratories worldwide capable of conducting the required testing for manufacturers and exporters.  UL will be utilizing the test methods from ENERGY STAR(R), which most manufacturers are accustomed to, in order to satisfy the Mexican authorities.  If ENERGY STAR(R) specifications do not exist, we will utilize applicable IEC and/or UL standards.  In addition, UL can also prepare the information package for submission to CONUEE and PROFECO.
