IEC 61010 3rd Edition International Activities Blog

IEC 61010-1 titled "Safety requirements for electrical equipment for measurement, control, and laboratory use" is the internationally harmonized safety standard for laboratory, process control, and test & measurement equipment.  UL participates in the International Technical Committees responsible for publishing IEC 61010 called Technical Committee (TC) 66.  We also participate in the United States Technical Advisory Group (TAG) which is the national committees responsible for developing the US National Differences.  In this blog we provide regular updates on the latest committee meeting decisions, timelines, and upcoming information related to the general and particular standards.

  • January 2013 - Updates from the October TC 66 meetings in Germany

    TC66 met from October 18th to October 30, 2012  in Berlin, Germany hosted by DKE  Deutsche Kommission Elektrotechnik Elektronik Informationstechnik im DIN und VDE. The TC66 groups that met included WG1 which is responsible for IEC61010-1, WG2 which is responsible for IEC61010-2-030, -2-031, -2-032 and -2-033, WG7 which is responsible for IEC61010-2-040, WG8 which is responsible for the New Standard IEC61010-2-120, WG9 which is responsible for the New Standards IEC61010-2-011 and -2-012,  MT10 which is responsible for  the part 2 standards -2-010 , -2-051, -2-061, -2-081 and -2-101. UL staff attended the WG1 and WG2 meetings. The following are key items discussed during these meetings.

    WG 1 (1 day)

    1. Educational Equipment (Part 1-1): Noted that the format is as already approved by TC66 at the Everett meeting. As such, the IEC Central Office is obligated to publish it as it is.
    2. Cabinet X-Ray Systems (Part 2-091): Published June 25, (IEC).
      The mandatory date in the European Union (EN61010-2-091): July 30, 2015
      Some questions on the application of the standards were discussed.
    3. Clarification of requirements: Some questions on the application of the standards were discussed.
    4. Amendment 1 to IEC61010-1: The current draft of Amendment 1 to IEC61010-1 was reviewed. Certain tasks have been assigned to task forces to complete before 31 December 2012. Those completed tasks are to be forwarded to the Convenor for inclusion in the CD of Amendment 1 of Part 1. The CD will be completed in January or early February, 2013, and issued for comment soon thereafter.
    5. Time schedule for the outstanding Part 2's:
      MT10: -2-010, -2-051, -2-061, -2-81 (CDV by End of November, anticipated), -2-101 (CDV by January 2013, anticipated).
      WG8: -2-120 (new CD expected by End of December), Machinery directive requirements may be added directly to certain part 2's as appropriate as they could be excluded from the scope of -2-120. (Not finally decided yet).

    WG 2 (1 day)

    1. Particular requirements for hand-held and hand-manipulated current sensors for electrical test and measurement (Part -2-032): has been published, September 26, 2012 (IEC).
      The mandatory date in the European Union (EN61010-2-032): October 31, 2015.
    2. Probes (IEC 61010-031): Timeline for 2nd edition:
      CDV: 2013-03
      FDIS: 2014-03
      IS: 2014-09
    3. Measuring circuits (-2-030): Agreed on the extension of the scope up to 1500Vdc.
      A 1st CD will be distributed with the 1st Amendment of Part -1.
    4. High Voltage Testers (NP): proposal for a new standard as follows:
      Title : IEC 61010-2-034 Safety requirements for electrical equipment for measurement, control and laboratory use - Part 2-034 Particular requirements for high voltage test equipments
      Scope: This part specifies safety requirements for high voltage test equipments used to perform dielectric testing, electric strength testing, insulation testing and similar test.

    NEXT MEETINGS

    The next meetings are scheduled for May 2013 in Asheville, North Carolina USA.

  • June 2012 - Updates from the April TC 66 meetings in China

    TC66 met the week of April 16, 2012 in Hangzhou, China hosted by Xutemp Temptech Co., Ltd.  The TC66 groups that met included WG1 which is responsible for IEC61010-1, WG2 which is responsible for IEC61010-2-030, -2-031, -2-032 and -2-033, MT10 which is responsible for  the part 2 standards -2-010, -2-040, -2-051, -2-061, -2-081 and -2-101 and MT13 which is responsible for the -020 part 2. UL staff attended the WG1 and WG2 meetings. The following are key items discussed during these meetings.

    WG1

    1. Announced that the North American editions of IEC61010-1 and -2-030 would be published on May 11, 2012. Note: since the April, 2012 meeting the North American Harmonized 3rd editions were published by UL, ISA and CSA on May 11, 2012. The current draft of Amendment 1 to IEC61010-1 was reviewed. New proposals for the amendment submitted after the Melville, 2011 meeting are being worked on and there will be further discussions on this during the next TC66 meeting to be held in Berlin in October, 2012. It was noted that due to the size of the proposed amendment, we may have to consider writing a fourth edition of IEC61010-1; however the decision to prepare a new 4th edition has not been made and WG1 will continue to work on new requirements as if an amendment were to be published.
    2. Comments on the Draft Technical Standard (DTS) for educational use products were reviewed. No technical changes were required so it is anticipated that the DTS will be published after minor editing is completed.
    3. The voting on the FDIS of IEC61010-2-091, Cabinet X-ray Equipment, was due to be completed on May 18, 2012.  Note: Since the meeting the voting was completed and passed.  Publication is expected shortly.
    4. It was noted that there is lack of action by the European Community Machinery Working Group. The Chair recommends that all WGs consider equipment within its scope and determine whether that equipment should or should not be considered to be machinery which defines whether it should be covered under the Low Voltage Directive or Machinery Directive.
    5. New  Working Groups were formed  for special equipment as follow:
    • a) WG7: Sterilizers and washer disinfectors (Part 2-040)
    • b) WG8: Machinery (Part 2-120)
    • c) WG9: Heating and cooling equipment and climatic chambers (Part 2-010, Part 2-011, Part 2-012)

    And the maintenance teams are now:

    • a) MT10: Various automated lab equipment (Part 2-081), IVD (Part 2-101), Laboratory atomic spectrometers (Part 2-061), Mixing and stirring equipment (Part 2-051)
    • b) MT13: Centrifuges (Part 2-020)

    WG 2

    1. The CDV for IEC61010-2-032 for current clamps was issued October, 2011. The CDV was accepted but with 3 negative votes.  During the meeting the comments provided were addressed and these will be sent to the TC66 secretary for distribution. It is anticipated that this will result in an FDIS being prepared.
    2. IEC61010-2-033 for Handheld Meters was published as an international standard April 4, 2012 and was also approved as a CENELEC standard.  The DOCOPOCOSS will be determined when the CENELEC document is published.
    3. Some revisions to -030 are being considered and are under discussion by WG2.
    4. Some revisions to the standard for probes, IEC61010-031, are being discussed by WG2. As a result of discussions, the committee is to distribute either a third committee draft (3CD) or a CDV.  Discussions will continue at the next meeting. Future plans call for a CDV by March 2013, an FDIS by March 2014 and Publication by September 2014.

    NEXT MEETINGS

    The next meetings of WG1, WG2, WG7, WG8, WG9, MT10 and MT13 are scheduled for October 2012 in Berlin, Germany.

     

  • October 2011 - Updates from the TC 66 Meeting, UL Offices Melville NY

    TC66 met the week of October 24, 2011 at the UL Melville Office, Melville, NY. The TC66 groups that met included WG1 which is responsible for IEC61010-1, WG2 which is responsible for IEC61010-2-030, -2-031, -2-032 and -2-033, MT10 which is responsible for  the part 2 standards -2-010, -2-040, -2-051, -2-061, -2-081 and -2-101 and MT13 which is responsible for the -020 part 2. UL attended the WG1 and WG2 meetings. The following are key items discussed during these meetings.

    WG1

    1. Noted the success of the IEC61010-1 3rd edition sales. It has been the number one on the IEC standards best sellers list from its publication in June, 2010 until Fall 2011. It is now number 2.
    2. Announced that the North American editions of IEC61010-1 and -2-030 have completed the UL voting process and were approved with minor editorial corrections. At the time of the meeting the CSA and ISA votes had not been completed. Note: since the October 2011 meeting the CSA and ISA votes have been completed with approval. However, since editorial changes were needed, these were made and new votes scheduled. These are scheduled to be completed the end of January 2012.
    3. The current draft of Amendment 1 to IEC61010-1 was reviewed. New proposals for the amendment since the June 2011 Dover meeting are being worked on and there will be further discussions on this during the next TC66 meeting to be held in April, at Xutemp Temptech Co., Ltd.,    Hangzhou, China.
    4. WG1 has decided to have requirements for educational use products be a Draft Technical Standard (DTS) instead of an Annex. Many types of equipment in the -1 and -2 standards could be used in educational applications. The DTS was circulated with comments due January 6, 2012.
    5. The English version of the FDIS of IEC61010-2-091, Cabinet X-ray Equipment, was completed in July, 2011. The French version was scheduled to be completed by the end of November, 2011. When the French translation is done, the FDIS will be distributed for a 3-month vote.
    6. No response was received for the position paper on the impact of the Machinery Directive on equipment in the scopes of IEC61010-1 and all part 2 standards sent after Dover. However, Germany has issued a new work proposal (NP) for machinery within our scope. The vote on this NP was scheduled to be completed 25 November 2012.
    7. An NP from the USA regarding laboratory refrigeration equipment has been approved and is assigned to WG1. The next step is to create a task team to prepare a CD.  It was decided that many members of the task team would be from MT10 so it is anticipated that the work would be done in conjunction with MT10 meetings.
    8. An NP was also received from the China for heating and cooling equipment. The refrigeration task team will also address this NP to determine whether it represents additional risks that are not adequately addressed by the heating standard or the NP refrigeration standard. Following the evaluation the task group will report back to WG1 with a recommendation on how to address this potential NP.

    WG 2

    • 1. The CDV for IEC61010-2-032 for current clamps was issued October, 2011. The vote is due March, 2012.
    • 2. The CDV for IEC61010-2-033 for Handheld Meters was issued January, 2011. Comments were received June, 2011. The task force that developed the CDV addressed the comments and they were reviewed by WG2. WG2 decided to prepare and distribute a Final Draft International Standard (FDIS). The English version has been prepared subsequent to the meeting and was followed by the French translation. It was then sent to the IEC Central Office for circulation.
    • 3. Work has begun on a new edition or Amendment of IEC61010-2-030 for measurement circuits. Much of this work will involve alignment with the Amendment to IEC61010-1 that is under development.
    • 4. The standard for probes, IEC61010-031, is undergoing revision. A 1CD was issued in March, 2011 for a 2nd edition of the standard. The target dates for publication are CDV in March, 2013, FDIS, March 2014, and publication in September, 2014. Among the technical issues under discussion are spring loaded clips, connectors used with specific terminals, high voltage testers and accessories, and foreseeable misuse.

    NEXT MEETING

    As noted above the next  meeting of WG1, WG2, MT10 and MT13 is scheduled for April, 2012 in Hangzhou, China.

     

     

  • Update on the June TC 66 Meetings in Dover and Latest Status

    TC66 met the week of June 13 in Dover, UK. The TC66 groups that met included WG1 which is responsible for IEC61010-1, IEC TS 61010-1-1, and IEC 61010-2-091, WG2 which is responsible for IEC61010-2-030, -2-031, -2-032 and -2-033, MT10 which is responsible for other part 2 standards -2-010, -2-040, -2-051, -2-061, -2-081 and -2-101, and MT13 which is responsible for IEC 61010-2-020. UL attended the WG1 and WG2 meetings. The following are key items discussed during these meetings.

    WG1

    1. Announced that the Corrigendum to IEC61010-1 has been published. This contains corrections to the standard.
    2. Announced that the North American editions of IEC61010-1 and -2-030 are available for comment.  UPDATE: The comment period has since ended and the editions will be available for vote beginning August 12.
    3. The current draft of Amendment 1 to IEC61010-1 was reviewed. New proposals for the amendment are being worked on and there will be further discussions on this during the next TC66 meeting to be held in October at UL's Melville, New York Office.
    4. WG1 has decided to have requirements for educational use products be a Collateral Standard to IEC61010-1 since many types of equipment in the -1 and -2 standards could be used in educational applications. The current draft was reviewed. This Collateral Standard will be initially published as a Technical Specification: IEC TS 61010-1-1.
    5. The comments on the CDV for IEC61010-2-091, Cabinet X-ray Equipment were discussed and it was decided to create and FDIS in preparation for publication. The FDIS is planned to be available in October of this year.
    6. WG1 prepared a position paper on the impact of the Machinery Directive on equipment in the scopes of IEC61010-1 and all part 2 standards.
    7. Noted that a new part 2 standard for refrigeration equipment is being drafted.

    WG2

    1. Comments on the CD of the new edition of the -2-032 standard for Current Clamps were addressed. It is planned to issue a CDV by March of 2012.
    2. Comments on the CD of the new edition of IEC61010-031, the standard for probes were addressed. Some revisions to the CD were deemed necessary and will be discussed at the next meeting. It is planned to issue a CDV by March of 2013.
    3. The CDV for the new part 2 standard (-2-033) for multimeters was issued in January, 2011. Comments and vote results were received mid-June, 2011. The standard was approved for publication but since there were comments, they will be discussed at the next TC66 meeting. The next target dates for submission of documents are:

        FDIS: June, 2012

        IS: Dec, 2012.

  • Upcoming TC 66 Meeting - June 2011 - Dover, UK

    UL will participate in the TC 66 Working Group (WG) 1 and WG 2 meetings June 13-17, 2011 in Dover UK.  These meetings will discuss comments and proposals for Part 1, 3rd edition, and focus on the Committee Drafts (CDs) for the particular standards of IEC 61010, 3rd edition including:

  • Welcome and Introduction

    Hello and welcome to UL's IEC 61010 3rd Edition International Activities Blog! 

    The 3rd edition of IEC 61010-1 "Safety requirements for electrical equipment for measurement, control, and laboratory use - Part 1: General requirements", was published in June 2010 with significant changes in requirements that impact the design of test, measurement and laboratory equipment.  And like the new high tech and medical safety standards, the IEC 61010 3rd edition series also relies on risk assessment as a means to determine test criteria to assess safety issues not addressed by other requirements in the standard.  The general standard is complemented by particular standards to address specific technologies and each are required to be written and approved.

    UL staff members actively participate in the Technical Committees that publish international standards so we are uniquely positioned to provide background information on the changes, and up to date progress toward publication of particular standards, national differences, and updates on other committee activities.  We will also provide updates on the publication of the North American Standard harmonized with IEC 61010-1.   We will update this blog regularly.
