Clause 10.3

DESCRIPTION OF ISSUE:

What types of resistors are exempt from meeting the requirements of Clause 14.1 and what types of resistors can be disconnected when conducting the Dielectric Voltage Withstand and Insulation Resistance Test.

APPLICATION GUIDELINE:

Resistors that are connected in parallel with the insulation to be tested (ex. between parts of different polarity directly connected to the mains) and would not cause an infringement of the requirements under fault conditions when they are short-circuited or disconnected do not need to comply with the testing required by Sub-Clause 14.1a or 14.1b.

RATIONALE:

If a resistor located between the poles of the main supply (i.e., line and neutral) short-circuited or was disconnected the internal protective device or branch circuit protection would operate, thus, preventing a fire hazard.
