UL's councils comprise authorities, government agencies, consumer groups and thought leaders. UL currently has councils for electrical, environmental and public health, fire, security systems, Follow-Up Services, consumer advisory, management system advisory, commercial insurance, and the environment.

The William Henry Merrill Society recognizes select individuals who have made a significant contribution to the fulfillment of UL’s public safety mission. Those honored are technical professionals who have been recognized by both UL and other organizations as leading experts in their fields.
